In System Preferences/iCloud/iCloud Drive/Options, do you have Optimization tuned on? If you do, turn it off and copy the files to the desired location. If you don't have Optimization turn on, there should be a local copy in your User Library/Mobile Documents. Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder.

ICloud Drive. Safely store and access all your files in iCloud Drive. Share any folder or file with friends, family, and colleagues right from File Explorer. Save space on your PC by keeping your files in iCloud Drive only. Choose files and folders to keep locally on your PC to ensure you can access them even when offline iCloud. The older question is about enabling iCloud Drive on a Mac without downloading automatically, this one here is about downloading whole folders through Safari. At least in theory there might be solutions for one but not the other – nohillside ♦ Feb 27 '17 at 19:02.
